A state that brags about breaking any and every norm, a state that brags about deceiving and confusing whoever it seems an enemy and any innocents that get in the way if it helps them accomplish their objective does not get to complain about being suspected of evil acts.
There's a reason most of us don't go around breaking every rule in the book and then crying when people suspect we may have done things we did not do. People and organizations who make it their brand that they will deceive and confuse people many layers deep if it helps their cause don't get to complain when they're suspected of doing exactly what they brag about doing.
