Some basic facts about the state of the Gaza “ceasefire” negotiations: —Israel unilaterally withdrew from the January 2025 ceasefire and exchange of captives deal endorsed by both Biden and Trump. —On March 2, Israeli imposed a full blockade on Gaza’s population and then resumed its genocidal terror bombings on March 18. Since then it has expanded its bombing and ground operations with the full support of the U.S. —Hamas has repeatedly offered to return to the January deal or to negotiate a new one that would include releasing all Israeli captives at once. Hamas has made clear it will entirely relinquish governance of Gaza in return for an independent technocratic committee. Israel has sabotaged or rejected all of these offers. —On August 18, Hamas accepted an agreement based on the U.S.-Israeli drafted “Witkoff framework” and offered major concessions. Israel has still not formally responded. —The Trump administration now says it wants to reach a comprehensive deal, including the release of all Israeli captives at once. Hamas has reiterated its readiness to negotiate such an agreement immediately. It has also said that it is also prepared to move forward with the U.S.-Israeli crafted agreement it accepted on August 18. Mediators said the terms are 98% identical to the original proposed draft. —As has happened repeatedly, Israeli media and journalists who often serve as relays for Israeli messaging are pushing the idea of a new framework and discussing issues like Hamas accepting full demilitarization of the Gaza Strip. Often these ploys from Netanyahu serve to distract the public as Israel moves forward with its genocidal agenda. —Hamas has made clear that its red lines are: immediate resumption of aid sufficient to sustain the population, a full withdrawal of Israeli forces from Gaza, and international guarantees preventing Israel from resuming the genocide once it retrieves its captives. It has also said that disarmament of Palestinians is not acceptable and is a right of an occupied people enshrined in international law and conventions. Hamas political bureau member Basem Naim sent out the following message today in response to the recent media reports: “Hamas has a clear and declared position: it is waiting for a response to the proposal submitted by the mediators, which it has already approved. The Movement is also ready to move towards a comprehensive deal that would end the war, ensure a complete withdrawal of enemy forces from the Gaza Strip, secure the release of all zionists war prisoners (both living and dead) in exchange for an agreed number of Palestinian prisoners, and guarantee the opening of the crossings for the entry of aid and the reconstruction process. “Resistance and its weapons are a legitimate right, guaranteed to us as the Palestinian people—not only as Hamas—by international law, and proven effective throughout the history of nations under occupation. This right cannot be relinquished except with the establishment of an independent, fully sovereign Palestinian state with Jerusalem as its capital, and with the guaranteed return of Palestinian refugees. Until that happens, Hamas is open to engaging in a long-term truce.”
