The initiative comes amid rising threats from international organizations said to be gathering evidence and preparing arrest warrants against Israeli soldiers. The system includes standby Israeli lawyers with experience in foreign courts, backed by state funding to cover legal costs.
Military officials say the plan reflects Israel’s concern that both active-duty and reserve soldiers could face legal action when traveling overseas, especially after Israel's genocidal war on Gaza ends.
