In their letter, the E3 do not once claim to have fulfilled their own obligations under the JCPOA or UNSCR 2231 (lifting sanctions, normalizing trade, or protecting Iran against U.S. secondary sanctions.)
Instead, they emphasize their so-called diplomatic efforts to “remedy Iran’s non-compliance,” which in reality means trying to undo Iran’s lawful remedial measures without ever honoring their own commitments.
Nowhere do they mention, in this letter, the true root cause of Iran's remedial measures either, which is the U.S. withdrawal in 2018, the ensuing maximum pressure campaign, and the E3’s own non-compliance, which together inflicted over a trillion dollars in economic damage on Iran.
The thrust of the letter is the expectation that Iran should unilaterally uphold its obligations under the JCPOA while remaining under unlawful sanctions and refraining from any response.
