Double-tapping carries some weight in Israeli public memory. One of the most notorious terror attacks in Israeli history took place at the Beit Lid junction (in the middle of the Israeli heartland) in 1995. It was the first attack I remember that involved two closely timed explosive charges. It was thought by Israelis to display the inhumanity of Palestinian terrorism.
What happened today in Khan Younes was, in many ways, even worse. IDF troops clearly saw and identified rescue teams running to the scene after the first volley fired "at a camera" (directly at the hospital building). IDF troops could have chosen not to fire on the rescue teams. They fired. This was a terrorist attack performed by a standing army.

They were also responsible for the execution of the Palestinian paramedics near Rafah. This is the most mainstream manifestation of the IDF spirit.
