It's been there from the very beginning. For Israeli decision-makers, starvation of the Gaza Strip was in the cards from day one of the war. The former defense minister, Yoav Galant, declared a "complete siege." The finance minister announced that not a single grain would be allowed in. The interior minister suggested bombing the Strip's food reserves. Likud lawmaker Moshe Saada declared, "Anyone who says that 'I won't starve Gazans' is confused. I will starve Gazans, yes, yes – it is our duty." Former IDF generals even formulated a starvation plan. Protesters have blocked trucks carrying aid into Gaza. The opposition has remained silent. As Prof. Alex de Waal, one of the world's leading experts on famine, put it in an interview this week with Al Jazeera: "I've been working on this topic for more than four decades, and there is no case since World War II of starvation that was so minutely designed planned and controlled … And every step of it was predicted." 11. In January last year, the International Court of Justice in the Hague ordered Israel to allow the entry of food and aid into the Gaza Strip. Israel ignored the directive. It has prevented, banned and clamped down on access to these goods – but it did not intend to starve residents to death. Almost five months ago, however, it decided to change course. On March 2, Israel announced the closure of the border crossings. They remained closed for 78 days, the stocks of food ran out and hunger began to spread. On May 26, aid delivery was renewed, but instead of allowing the UN and its partners to distribute food at hundreds of distribution points and at community kitchens, as had been done for most of the war – the task was transferred to an organization called the Gaza Humanitarian Foundation, which was hastily established, has no experience and whose ways of operating go against humanitarian principles that have been developed over many years. Experts warned that this would end in disaster. Now the disaster is unfolding before our very eyes.’
