Hamas has an interest in an absurdly low count to avoid even greater criticism by its people for not protecting them and providing shelter. Netanyahu also likes an undercount for his massive savage terrorism against Palestinian families for obvious reasons. Plenty of leads and experts on casualty counts from mass disasters for editors/reporters to reach far higher, more accurate estimates of fatalities and injuries.
