The ICC arrest of Duterte shows that the so-called "rules-based order" is a Western-controlled hegemonic order where the US and its allies can commit genocide with no consequences. Netanyahu is still free to massacre Palestinians and colonize their land, and he knows that the ICC warrant was just PR and he won't actually be arrested, because the US empire is protecting him and sponsoring the Israeli regime's crimes against humanity. The International Colonial Court only arrests targets of the West. (Previously, almost all people prosecuted there were Africans.) The US didn't like Duterte, because he was too friendly with China. So he will be punished -- unlike countless blood-soaked US-backed dictators. In fact, the Philippines today is run by the son of the murderous right-wing US puppet dictator Ferdinand Marcos (whose family stole billions of dollars through corruption). But because Marcos Jr. is just another obedient US vassal, he is now seen as a hero in the US empire's "rules-based order". Rules for thee, but not for me.
