Prime Minister Tony Abbott says Australia should not be expected to apologise for the steps it takes to protect the nation.
"Australia should not be expected to apologise for the steps we take to protect our country now or in the past, any more than other governments should be expected to apologise for the similar steps that they have taken," he told parliament
"Importantly, in Australia's case, we use all our resources - including information - to help our friends and allies."
Mr Abbott's statement to the lower house comes after Indonesia called on Australia to apologise over claims Australian spies targeted the mobile phone of Indonesia's President Susilo Bambang Yudhoyono, along with those of his wife and closest confidants.
Mr Abbott defended the coalition's government's silence on details of the spying allegations.
"Australia shouldn't be expected to detail what we do to protect our country any more than other governments should be expected to detail what they do," he added.
Australia has deep respect for Indonesia, for its government and for its people."
However, Mr Abbott did say he regretted any embarrassment caused because President Yudhoyono was one of the "very best friends" Australia had anywhere in the world.
"That's why I deeply regret any embarrassment that recent media reports have caused him," he said.
Mr Abbott said national security required doing what was best for Australia.
"Every government gathers information," he said.
"Every government knows that every other government gathers information.
There is no greater responsibility for a prime minister than ensuring the safety of Australia citizens and security of its borders.
"And that, indeed, is why we do collect intelligence.
"And that's why this government will support the national security decisions of previous ones and we will expect future governments to respect ours."
