Interesting: the "CIA is now considering dissolving its China Mission Center as part of its broader realignment that de-emphasizes confrontation with China," and also in part "for its ineffectiveness, having consumed vast resources with little to show for it."
It certainly doesn't feel like it right now when China and the US exchange trade blows but that remains the long-term trend: given that China is now a peer competitor - obvious from the fact it can hold its own in the current trade war - the apparatus developed for containment becomes just an unjustifiable burden, all the more since China has become so effective at countering the CIA.
In fact that's probably the best read for the current trade back and forth: this is the painful adjustment period as the US works through adapting itself to a multipolar world in which China holds considerable leverage.
